ABOUT THE PROGRAM
The International Telecommunications Satellite Organization (ITSO) and American University Washington College of Law (AUWCL) established the Program on International Communications Regulation and Policy in 2014. The Program focuses on salient issues and current developments in the field of Information and Communication Technologies (ICTs) and is guided closely by an Advisory Board composed of members of the academia and senior experts in the field of communications.
The Program features a semester course on ¨International Communications Regulation and Policy¨ and an online course on ¨Basic Principles of International Communications Regulation and Policy.¨

Students will receive an overview of the current issues of policy and regulation including:
- The use of ICTs for development
- The creation of effective National Broadband Plans
- Broadband connectivity in rural and remote areas
- Key applications and initiatives
- Fostering competitive telecommunication markets
- Spectrum management
- Universal access and service
- Financing Models
- Emerging technologies such as the Intelsat EpicNG satellites, Facebook’s Project Aquila, Project Loon, and the O3b satellite constellation
ONLINE COURSE
Basic Principles of International Communications Regulation and Policy
Through self-paced coursework and online lectures by world-renowned professionals in the field, the course explores current and emerging issues in communications policy and regulation, including licensing, competition, universal access and service, and internet issues.
- Acquire working knowledge of the legal principles of national and international telecommunications laws and frameworks.
- Learn how ICTs and telecommunications technologies are important to the international development agenda.
- Become familiar with all the major international and regional players in Information and Communications Technology (ICT) and International Communications
- Learn key strategies for financing ICT and telecommunications infrastructure.
The tuition fee for the online course will be waived for a limited number of participants from the Parties to the ITSO Agreement, on a first come, first served basis.
